Support Staff Bargaining Overview

BCPSEA is the accredited bargaining agent for the province’s 60 public school districts, for both teacher and support staff bargaining.

Through its bylaws, BCPSEA delegates the authority to bargain with support staff unions to individual boards of education or groups of boards.

BCPSEA and the K-12 Presidents Council (representatives of support staff unions in the K-12 public education sector, including CUPE) have, since 2006, engaged in negotiations for a Provincial Framework Agreement. The PFA provides provincial-level agreement on compensation as well as other key sectoral matters. The PFA paves the way for local school districts and local support staff unions to commence and conclude local bargaining. It should be noted that inclusion of the PFA in the collective agreement is voluntary on the part of the local school district and their local union.

The BCPSEA Board of Directors must ratify any collective agreement reached between the local school district and its local support staff union.

A Provincial Framework Agreement for the period July 1, 2019 – June 30, 2022 was endorsed by CUPE and other support staff unions on September 25, 2018 and by the BCPSEA Board of Directors on September 28, 2018.
